"GOOD FENCES MAKE GREAT NEIGHBORS"

The aim of building the Walls of Intramuros was to be the political And military base of the Spaniards in Asia.
The people would pay each other their respect, inside or outside the wall, and stay on good terms. Maintaining good fence, like the Intramuros Walls, means that the citizens living inside the walls are all respectful to one another, just like the big neighbors they are.

RELEVANCE TO THE MENDING WALL

Living outside the Intramuros Walls would be very different, making them realize that they're keeping apart, including people living within the wall. They would know, though, that a wall was just covering themselves, and instead having a good barrier, they would become great neighbors, because being in good contact with each other is demonstrating mutual respect.
